Dean Bethune is the CEO and a Principal of Saulteaux Consulting & Engineering, and a General Partner of Anokiigamig Construction LP. He brings decades of experience serving First Nation communities, having previously managed the Technical Services Unit at Pwi-di-goo-zing Ne-yaa-zhing Advisory Services, where he provided technical advice, project management, and building inspection services across the Tribal Council area.<\/span><\/p>

Dean specializes in project management and oversight and serves as the primary project lead at SCE. His work spans capital project planning, consultant selection, tendering and contract administration, project inspections, and environmental review\u2014from major infrastructure builds to large-scale emergency responses such as the 2002 flood, which involved more than 150 homes, buildings, and roads. He holds a Masters Certificate in Project Management (University of Winnipeg \/ Schulich School of Business) and a three-year Accounting and Finance Administration diploma from Confederation College.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tTodd Bruyere is a Professional Engineer and a Principal of Saulteaux Consulting & Engineering, serving as the firm’s Senior Project Engineer. He provides engineering design, technical advice, inspections, and reporting across all aspects of capital projects, and acts as lead inspector of buildings, roads, and bridges for E-ACRS projects.\nTodd’s expertise centres on structural design and building code compliance, including conformance reviews under both the National and Ontario Building Codes. He has carried out Asset Condition Reports for First Nation communities in Manitoba and Ontario since 1992, and has led the design of schools, health centres, water and wastewater systems, bridges, and a wide range of community buildings. He holds a Bachelor of Science in Civil Engineering (Structural) from the University of Manitoba and is a member of the professional engineering associations of Ontario, Alberta, and British Columbia. Cliff Carriere is a Senior Project Engineer with Saulteaux Consulting & Engineering and has been involved in municipal servicing for over 20 years. He provides planning, design, and contract administration services to clients across Manitoba and Northwest Ontario, with a specialization in water treatment, water distribution, wastewater collection, and wastewater treatment.<\/span><\/p>

Cliff’s strength lies in comprehensive capital planning\u2014evaluating servicing options against capital cost, operations and maintenance, life-cycle analysis, environmental concerns, and future expandability so communities can plan for the long term. His project portfolio includes water and wastewater treatment plants, lagoons, and servicing projects valued from $2.5M to nearly $10M across numerous First Nation communities.
