Meet The Principals
Dean Bethune
CEO, Principal & General Partner
Member, Couchiching First Nation
Dean Bethune is the CEO and a Principal of Saulteaux Consulting & Engineering, and a General Partner of Anokiigamig Construction LP. He brings decades of experience serving First Nation communities, having previously managed the Technical Services Unit at Pwi-di-goo-zing Ne-yaa-zhing Advisory Services, where he provided technical advice, project management, and building inspection services across the Tribal Council area.
Dean specializes in project management and oversight and serves as the primary project lead at SCE. His work spans capital project planning, consultant selection, tendering and contract administration, project inspections, and environmental review—from major infrastructure builds to large-scale emergency responses such as the 2002 flood, which involved more than 150 homes, buildings, and roads. He holds a Masters Certificate in Project Management (University of Winnipeg / Schulich School of Business) and a three-year Accounting and Finance Administration diploma from Confederation College.

Clifford (Cliff) Carriere, P.Eng

Cliff Carriere is a Senior Project Engineer with Saulteaux Consulting & Engineering and has been involved in municipal servicing for over 20 years. He provides planning, design, and contract administration services to clients across Manitoba and Northwest Ontario, with a specialization in water treatment, water distribution, wastewater collection, and wastewater treatment.
Cliff’s strength lies in comprehensive capital planning—evaluating servicing options against capital cost, operations and maintenance, life-cycle analysis, environmental concerns, and future expandability so communities can plan for the long term. His project portfolio includes water and wastewater treatment plants, lagoons, and servicing projects valued from $2.5M to nearly $10M across numerous First Nation communities. He holds a Bachelor of Science in Civil Engineering from the University of Manitoba and a Masters Certificate in Project Management, and is a registered Professional Engineer in Manitoba, Saskatchewan, and Ontario.
